Rewrites README.md for the judges and the Ripple developers who read the repo before the pitches.

What changed

• "Built in New York" is the first section: what Orma Desk is, the diff since nyc-start, the step tags actually pushed, the Devnet transactions of the event, and what was cut.
• "How it works" covers the ticket, the mandate, the XLS-85 escrow, the countersigned LoanSet, the 409 refusals, the decision log and the change engine (steps 19 to 22 included).
• Invariants I1 to I7, each with the public command that checks it.
• "Verify it yourself" (orma-mark), "Running it" (Node 24.13.0), the repository map.
• The Paris information layer is kept, condensed, as proof of what existed before the event.

Checked on this commit

• npm test: all 27 passed (check-evidence PASS, every transaction linked from the README is captured under evidence/).
• npm run check:openapi: ok.
• Every command the README quotes exits 0.
• The §20.1 README markers are present (Built in New York, nyc-start, sha256(vaultId), UInt32, the old publisher "no longer updated", I1 to I7, Node 24.13.0).

Not in this PR

• HACKATHON.md still describes the plan in two sentences; the README says so after its link. Fixing HACKATHON.md is a separate commit.
• No slot-ready LoanSet hashes: there is no step-15 or step-16 tag yet.

Merging redeploys ormaprotocol.com from main.
