docs: attribute the token pause to governance - #204

The admin-panel table was the only place attributing the share token's pause to the guardian; the code, the actor table, sections 8.3/8.5/8.9 and the kit-spec say otherwise. OZ 0.7.2's token pause refuses only transfers and escrowed-share returns, so the guardian charter is intact and the admin-gated pause stays with governance. Refs #200

Claims checked against stellar-tokens-0.7.2 (validate_transfer is the only pause check; mint, burn and forced_transfer bypass it) and redeem.rs:133 (return_shares uses transfer). CI failed on a runner shutdown during the scaffold build, not on the diff.

The admin-panel table was the only place attributing the share-token pause to the guardian. The actor table, sections 8.3/8.5/8.9, the kit-spec anti-capabilities, the authorization matrix and the code all agree the guardian holds no role on the token. The OZ 0.7.2 token pause refuses only transfers and escrowed-share returns, never pricing, claims, mint, burn or forced transfer.
The admin-gated pause stays with governance and the panel Emergency surface becomes guardian + governance. Also records the real effect of the pause on
cancel_redeemin the compliance matrix, and the authority note in the authorization matrix.
