Add ProteinIQ hosted interface to README

What does this PR do?

Adds ProteinIQ alongside the existing Neurosnap and Tamarind Bio links. ProteinIQ is an independent hosted interface for FlowDock.

This changes one README line. There are no new dependencies or breaking changes.
