Add MEX 0.8.2 project memory and official Codex Inbox/Relay integration for AdvancedCore. Documents the shared user transaction/cache boundary and reward orchestration limits against current master.
The authority order is current code/tests, formal repository instructions/contracts, reviewed MEX knowledge, then historical Relays. MEX is supporting context; current source remains authoritative. This PR changes no application code.
