Error on deployment create (ConfigurationAlreadyExists) #7562
Description
The deployment over an existing one using az iot edge deployment create on has always worked and worked fine last time on the October 13 and stopped working today.

/usr/bin/az iot edge deployment create --deployment-id devops-deployment-logredismodulesynchro-amd64 --hub-name xxx--content /tmp/deployment_1792096451749.json --target-condition tags.environnement='dev' and tags.os='linux' --priority 5 --output none

I run the command az iot edge deployment create with the --debug switch and it's the hub that is not allowing the overwrite of the existing deployment. Seems to be a breaking change on the hub.

We already have an open ticket with Microsoft Support for this issue, but we're still exchanging messages with the initial support representative. At this stage, they are still trying to understand what we're asking, so progress has been quite limited.
