The controller rebuilds dependency PRs from each target's default branch. In JiraPS it updated Standards workflow pins but left the existing $expectedStandardsSha assertion unchanged, causing the same test failure on all four CI platforms in JiraPS #730. Manual edits to the generated branch are overwritten on the next run.

Synchronize the consistency test's expected SHA with the same resolved commit used for workflow pins. Preserve the existing variable name, assertion, encoding, and newlines. Support both existing target layouts.

Validation:

  • All 10 controller tests, PSScriptAnalyzer, and actionlint pass.
  • Generated twice from an unchanged JiraPS master snapshot using the published Standards 0.4.1 engine with external metadata lookups mocked. The original consistency suite passes all 4 tests, and both runs produce identical files.
  • Independent review found no issues.

Merge this controller fix before regenerating dependency PRs. No new workflow run was dispatched.
