The controller still bootstraps Standards 0.3.1, whose internal GitHub workflow-commit lookup ignores the supplied token. Scheduled run 39233391954 consequently hit the unauthenticated API rate limit for JiraPS.
Bootstrap Standards 0.4.1 to pick up the authentication fix. Keep this PR draft until the fixed package is published to PSGallery. Confirm the published version before merging.
The other failure in that run is fixed separately by JiraAgilePS #58, which normalizes workflow line endings.
Validation: controller Pester tests passed (8 tests), PSScriptAnalyzer and actionlint passed. The new bootstrap package cannot be exercised end to end until publication.
After these fixes land, manually run PowerShell dependency updates for all configured repositories to verify recovery. Rerunning the old run would use its original controller commit.
