- Migrate sources/accelerate/quick_start.rst to markdown, keeping
document-root (H1) heading levels for the toctree pattern
- index.rst keeps the repo-standard toctree, now referencing quick_start.md
- Remove install.rst (subsumed by quick_start install section)
- Promote quick_start.md from workflows/projects/accelerate to
Ascend/docs as markdown
- Add tests/accelerate/{__init__.py,test_quick_start_ascend.py}
using the project's MarkdownDocTestBase contract
- Add .github/workflows/accelerate-quick-start.yml (dual-NPU runner,
60 min budget — every model in the doc is toy/inline, no hub download)
- Update index.rst: accelerate card drops install link
