docs(open-clip): replace legacy quick start with guarded workflow

Summary

• replace the legacy untested RST quick start with the validated executable Markdown guide
• preserve the proven pretrained NPU inference and synthetic single-card training smoke
• add the project test, dependency constraints, reusable-workflow caller, and PR/scheduled guards
• replace the stale Torch 2.2 install commands and broken verification snippet with a pointer to the continuously validated stack

Validation

• python -m unittest tests.open_clip.test_project_contract tests.open_clip.test_quick_start_ascend -v
• parsed the Markdown contract with 6 executable commands and 5 expected-output blocks
• actionlint .github/workflows/open-clip-quick-start.yml
• Sphinx HTML build succeeds; all emitted warnings are pre-existing in unrelated pages

The workflow retains the validated CANN 9.1 / Torch 2.9 stack, one-NPU runner, persistent Hugging Face cache, latest-release source checkout, pretrained inference, and RN50 optimizer smoke.
