Follow-up to #105 and #106.
PR #106 was merged into the already-merged #105 branch, so its changes did not reach main. This clean branch cherry-picks only the three offline-validation commits onto current main.
Validation:
Tier 0/1 do not prove live SIEM rule execution. REP-011 remains unsupported pending observed GeoIP/ASN and approved-travel context.
