[FEATURE] Add Partner Support

Add Features for Partnership Proposals

in Account.php->partners

and Process.php ->

1. process/addpartner WITH POST proposal and recipent
   It should then send a email to the email of the recipent
   This should include a link to the proposal page
2. process/respond WITH POST response and status
   It should mark it in the Database that they accepted or declined, then if accepted, make them partners in the ROBUST DB
