Use offline javadoc links

With the latest spring-javadoc plugin we should be able to use offline javadoc links.

Hopefully we can reuse the javadocMacros configuration to resolve and unpack the required files from javadoc jars. ConfigureJavadocLinks will probably need to change to add the appropriate links.
