`--no-config` ignores index configuration in `pyproject_toml`

Hey Jonatan

In UV.fetch/3 you're passing --no-config to the uv sync command. For me, this makes it ignore my [[tool.uv.index]] configurations. Is that intended?

Hey @mruoss! Yes, it's intended. The issue with respecting global config is that it's less reproducible and can lead to confusing errors, see #33. Specifying all relevant configuration in pyproject_toml is likely a good idea, but I'm fine having an option to respect global config.
