improve support for reusable composite actions

What problem would this solve?

#37478 is a very nice addition to gitea actions.
I would be nice if reusable composite actions could use the same strategy.
Currently it seems it has to use full url.

What do you propose?

This is already supported by the runner with the $/ self-repository prefix:

- uses: $/.gitea/actions/my-action

It resolves against the repository and ref containing the workflow; inside a composite action, it resolves against that enclosing action’s repository and ref. This avoids requiring a full URL or checkout.

I don't think the question relates to $/. @hwaastad please provide concrete examples that do not work with latest runner and ideally also gitea nightly.
