Subject: [PATCH 1/2] board: PR arc and latest state for #1505-#1524

Eleven PRs merged on 2026-10-12/13 without PR_ARC_INVENTORY or
LATEST_STATE entries: #1505, #1506, #1507, #1508, #1509, #1514, #1516,
#1518, #1520, #1523, #1524. Each gets its arc entry, with the seven whose
code #1524 moved to backup marked WITHDRAWN. LATEST_STATE gets one section
for what is live on main, what was withdrawn, and what is open (#1525,
#1526).

Hygiene only: per the termination clause this PR gets no arc entry itself.
append_only_gate passes; entries index unchanged and current.
